Just Transition Mechanism Public Sector Loan Facility — grant + loan blend for public-sector projects in just-transition territories.
Description
Objective
Funds individual public-sector projects addressing serious social, economic and environmental challenges deriving from the transition towards the EU's 2030 climate and energy targets and the objective of climate neutrality in the EU by 2050. Projects must benefit a territory covered by an approved Territorial Just Transition Plan (TJTP) and must also qualify for a loan from the European Investment Bank (or one of its financial intermediaries), to be applied for separately.
Activities that can be funded
- Investments in renewable energy and green, sustainable mobility, including green hydrogen
- Efficient district heating networks
- Public research
- Digitalisation
- Environmental infrastructure for smart waste and water management
- Sustainable energy, energy efficiency and integration measures, including renovations and conversions of buildings
- Urban renewal and regeneration
- Transition to a circular economy
- Land and ecosystem restoration and decontamination (under the polluter-pays principle)
- Biodiversity
- Up-skilling, re-skilling, and training
- Social infrastructure, including care facilities and social housing
Cross-border projects and solutions for enhanced resilience to ecological disasters (especially those accentuated by climate change) are also in scope. A comprehensive investment approach is favoured, particularly in territories with substantial transition needs. Investments in other sectors may also be supported if consistent with the approved TJTP.
What this means for cities and regions
The principal EU instrument for cities and regions in coal, lignite, peat, oil-shale and carbon-intensive industrial territories to finance the public infrastructure side of their transition — district heating, waste, water, buildings, mobility, social infrastructure, brownfield restoration. Single applicants allowed; the grant is a lump sum equal to 15% of the corresponding EIB loan (25% in less-developed regions). Cut-off dates 16 September 2026, 16 November 2026, and 16 February 2027.

Who can apply
- Legal entities, public bodies or private bodies entrusted with a public service mission.
- Established in an EU Member State (Iceland, Liechtenstein, Norway, the UK and other LIFE-associated countries are NOT eligible — this differs from most other LIFE-family calls).
- Project activities must benefit a territory covered by an approved Territorial Just Transition Plan (TJTP).
- Projects must also qualify for a loan from the EIB (or one of its financial intermediaries), to be applied for separately.
Consortium rule
Single applicants are allowed. No minimum partner count.
Sector exclusions
The following sectors are excluded from JTM PSLF support:
- Decommissioning or construction of nuclear power stations
- Manufacturing, processing and marketing of tobacco and tobacco products
- Help to undertakings in difficulty (with limited temporary exceptions)
- Investments related to the production, processing, transport, distribution, storage or combustion of fossil fuel
Restrictions and special cases
- Natural persons are not eligible, except sole traders.
- International organisations are eligible.
- EU bodies cannot participate, except the Joint Research Centre.
- Grant component: lump sum equal to 15% of the EIB loan amount (25% if the project is located in a less-developed region under Article 108(2) of the Common Provisions Regulation 2021/1060).
EU restrictive measures (TEU Article 29 / TFEU Article 215) and EU conditionality measures (Regulation 2020/2092) apply.
